Our implementation strategy is sub-categorized into three levels as illustrated below:

Demo Presentation

Our first implementation strategy is to present a demonstration on the functionalities, features and operation of LGRC application and how these can add value(s) to your Local Government IGR (Internally Generated Revenue).

Pilot Project

The next step after successful presentation of our DEMO is to commence the implementation of Pilot Project by using any of your selected Local Government Area.

Processor Responsibilities

1. Advocacy meeting with all stakeholders – Issuer, Taskforce, Agents and Taxpayers (Associations and group)

2. Training of stakeholders (Issuer, Taskforce and Agent) staff on LGRC Soft/Hardware operation and functionalities.

3. Configuration of Issuer, Taskforce and Agent platforms

4. Free Deployment of POS Terminals (GL-11) to Issuer for enrolment.

Note: The cost of these POS shall be repaid by Issuer over a period of 3 months after project certification.

5. Giving technical support to Issuer during enrolment.

6. Free production of Customized LGRC Cards for number of expected tax payer in selected Local Government.

Note: The cost of production shall be repaid by Issuer over a period of 3 months after project certification.

Issuer Responsibilities:

1. Appointment of Taskforce (Tax Administrators) to cover every community within Local Government area. Note: Minimum of two Taskforce shall be appointed to administer tax within the Local Government.

2. Advocacy meeting with all stakeholders – Taskforce, Agents and Taxpayer (Associations and group)

3. Development of Enrolment Strategy

4. Enrolment of tax payers by group/ Association (NURTW, Market Woman Association etc)

5. Distribution of ‘LGRC Card’ to taxpayers.

6. Project Certification within 60days.
Taskforce Responsibilities:
1. Recruitment of Agents that will cover every community in the Local Government area. Note: Minimum of ten Agents per Taskforce shall be required.

2. Advocacy meeting with all stakeholders – Agents and Taxpayer (Associations, Group etc)

3. Purchase of 10units of POS Terminal (GL-14) from Processor. These pos shall be given to Agents to top-up and validate taxpayers LGRC Card.

4. Training of Agents on LGRC Soft/Hardware operation and functionalities.

Full Deployment

This project can now be replicated to all Local Government area within the state after the certification of Pilot Project, by following the same process as explained above.
